Perform contract closeouts independently, able to interpret contract terms and conditions, able to perform reconciliations, and able to physically go through boxed inventory and locate pertinent documentation. Performs the closeout of more complex actions including T&M type contracts and other contracts with cost elements. Meets and/or exceeds monthly goal of contracts expected to close. Conducts research of contract/task order related information. Prepares contract correspondence. Maintains and prepares contract files for closeout.



Position Requirements:


·    Bachelor’s Degree OR 8 years’ experience

·    Minimum 5 years of acquisition experience (including supervisory or management experience)

·    2 years’ experience must be in project management duties

·    3 years’ experience with government contracting with two (2) or more of those years closing government contracts

·    Demonstrated experience in PRISM and FFMS

·    Knowledge of Federal and agency laws, regulations, and procedures applicable to the acquisition process and to the award and administration of contracts

·    Knowledge of and experience with various contract types, to include but not limited to, Indefinite Delivery Indefinite Quantity contracts, Cost Reimbursement Contracts, and Fixed-Price contracts

·    An advanced knowledge of the closeout of various contract types including FFP and


·    Knowledge of financial and contract/procurement systems

·    Must be able to read and interpret contract terms and conditions

·    Must be able to perform moderate to complex reconciliations

·    Ability to serve as a member of a contract closeout team

·    Ability to meet monthly closeout goals

·    Strong MS Office skills (including Word, Excel, and PowerPoint)

·    Must be able to use existing templates to create vouchers

The Program Analyst will perform a broad range of financial management functions and assists with a variety of budget, procurement, and reporting tasks as defined by the Director, the Deputy Director, and the relevant financial management teams. 


Duties and tasks associated with the position may include, but will not be limited to the following:

Coordinating office requirements related to interagency agreements, reimbursable agreements, grants and cooperative agreements, contracts, intergovernmental personnel agreements, personal service contracts, and wire transfers. Managing the complete lifecycle of funding agreements. Tracking and analyzing financial obligations and reimbursables. Identifying mechanisms to improve the office's procurement process. Collecting and analyzing office wide inputs for required qualitative and quantitative data submissions.


Position REQUIRES a Bachelor's Degree and 2-4 years of relevant experience.


Preferred Qualifications:

  • Background in national security issues with an active security clearance.
  • The ability to work in a fast-paced environment.
  • Experience tracking document flow, clearance processes, and distribution of documents to        appropriate personnel. 
  • Demonstrated skills or knowledge of government budgetary and procurement processes.
  • Familiarly with the federal government funding process.
  • Demonstrated skills in database management, data entry, analysis, and reporting.
  • Strong communication and interpersonal skills.
  • Excellent teamwork skills.
  • Ability to analyze information from a variety of sources to identify errors and propose solutions.
  • Experience compiling and analyzing data for quantitative and qualitative reports.
  • Experience with budget analysis, execution, organization, and management.
  • Experience analyzing procurement processes and progress to suggest improvements and corrective actions.
